Government Affairs Committee (GAC)

The Government Affairs Committee (GAC) under the Advocacy Division of MOTA works to coordinate federal, state, and local activities in conjunction with our MOTA lobbyist. The committee is made up of MOTA members who volunteer their time to monitor legislation to support occupational therapy practice and the accessibility of services to our clients. The committee meets on a regular basis and welcomes new members from all practice areas. Legislative alerts are sent through the MOTA listserve to speed-up response time.

  • GAC members represent MOTA members at meetings with:
    • Minnesota Department of Human Services
    • MN Board of OT Practice
    • Early Intensive Developmental Behavioral Intervention (EIDBI) Advisory Committee
  • GAC advocates for the occupational therapy profession in Minnesota by:
    • Monitoring legislation being discussed or proposed by other stakeholders
    • Partnering with MOTA’s lobbyist to identify and address issues impacting OT Practice
    • Introducing legislation that supports and benefits OT practitioners and consumers

What to expect when joining the GAC

  • Join monthly meetings at your convenience to have your voice and concerns heard. GAC meets the 2nd Monday of the month for one hour Sept. through May. 
  • Join the official Government Affairs Committee. You are required to attend meetings (time commitment about 1 hour per month from Sept. through May). 
  • Help plan OT Day at the Capitol (time commitment: 2-4 hours per month October through December, 4-8 hours per month January through February)
    • Planners are split into 4 groups: Advertisers, Educators, Meeting Coordinators, and Day of Planners
    • OT Day at the Capitol will be Wednesday, February 25th, 2026.

OT Day at the Capitol


OT Day at the Capitol will be held in person on Wednesday, February 25th, 2026. The OT Day at the Capitol Planning Committee will coordinate in person meetings for participants to meet with one of their state legislators to discuss advocacy topics brought forth by MOTA. This year will focus on the Medicaid OT visit caps and continue advocating for the bill MOTA presented last year to increase access to OT services across the Minnesota mental health care continuum of care. 


A virtual day will also take place in March where the GAC and MOTA will guide OT practitioners to advocate agains the Medicaid OT visit cap and advocate for the OT mental health bill via letters or phone calls.
